The second edition of the Winter School on Federalism and Governance takes place from JANUARY 31 to FEBRUARY 11, 2011 and focuses on Cross-border Cooperation. The Winter School provides in-depth analysis and practical knowledge of CBC in Europe. Leading experts in the fi eld, both academics and practitioners, illustrate the rationale, history and legal instruments as well as societal, political and economic implications of CBC. Several case-studies involve key actors who manage CBC activities and institutions both within local, regional and national administrations and at international (Council of Europe) or supranational (EU) level.
